In the world of Kitou Tatsu, Heroes and Others exist alongside normal humans. Others are people who were born with some sort of a sexual fetish (ranging from liking lots of lube to cannibalism) and either their abilities or appearance corresponds to that fetish. Other is an insult; most of them were ridiculed and hated since childhood. They have to indulge their fetish regularly to avoid going berserk and assaulting random people in the street. Heroes stop them from assaulting random people, and they also have special abilities. Heroes are universally loved, there’s HeroTV, merchandize, billboards, people know their names, etc etc the usual. Both Others and Heroes more or less always belong to one of the two giant organizations – the Confederation of Heroes or the Association of Others. The protagonist, Kitou Tatsu, is an unemployed hero called Penisman, mostly because he does rather look like a giant dick. Characters in the manga usually call him Peni (pronounced like ‘penis’, only without the s)
